APL computer systems in use by the H&A Committee use proprietary utilities and subsystems that have been developed by Carl House during his several decades of consultancy in development economics. Any improvements or adaptations to these utilities to aid in their use by USMS does not constitute a change in ownership. Permission is granted to USMS for the use of any of these utilities and subsystems for as long as USMS wishes, including the waiving of any license fees that might be required by Carl House or his assigns now or in the future for the use of these proprietary systems by parties other than USMS. If in this consultancy, it is proposed that any other proprietary software is to be used, then any required license fees or other payments must be part of the cost proposal (bid). If any liability for future license fees might be incurred by USMS in this consultancy, then the consultant is required to give appropriate notice to USMS as soon as such liability becomes a possibility. USMS reserves the right to refuse to allow the use of any software that might require future license fees or royalties that is not divulged in the original cost proposal and included in the consultancy contract.
