A Request for Proposals (RFP)
This is a request for proposals for converting a database presently stored
in APL .sf files to text formats. The database is the source data for a
very large website SwimGold.org
which serves as the digital archives of United States Masters Swimming, Inc. (USMS)
(181 mb, 8404 files, 145 folders).
The export procedure should be automated so it can be easily repeated at a later time. Maintenance of the APL files will continue while USMS develops a strategy for enterprise database management. The structure and scope of USMS digital archives will not change during the several months required to develop an enterprise database strategy, though data will be added within the current scope and structure.
The source files reside on a PC running Windows 2000 Professional and are processed with programs written in APL+Win version 4.0. It is our belief that knowledge of APL is essential to undertaking this consultancy.
Data currently stored as text vectors should become .txt files. Data stored as matrices with fixed width fields should become .csv (comma delimited files -- the data contains no commas). The new text files will be stored in the same directory structure as their web counterparts, so there will be no name conflicts. This means that the 145 folders in \SwimGold\ will be mirrored with 145 folders in \Archive\. (The actual number of folders will be less because many folders only have graphics for which no conversion is needed and other folders are only used to syncronize the local site with the server.)
Some level of documentation may be helpful to enable others to use the text files. Perhaps a catalogue in both digital and paper format is desired, but it may not be necessary if folder structure and file names are sufficient to provide documentation. The proposal should consider this. The proposal should also consider how we can be assured that the text version of the database includes all of the data items in the APL version. Control should be provided for on the number of items and perhaps on some sort of "checksum". This RFP does not require any consideration of the software needed for maintaining the database, nor for anything equivalent to a dBase header or other file control or pointer system other than whatever catalogue might be proposed.
File naming conventions will be important to making it possible that this facility and its catalogue will be self-maintaining as much as possible. The following is the naming conventions for most Top Ten files prepared for the web. All text files created in this consultancy should follow some variation of this naming scheme and the resulting naming scheme should be carefully documented and followed.
Top Ten files prepared for the web have names with 8 characters.
- "t" or gender if not both: "m"=men; "w"=women.
- "t" or course if not all 3: "s"=SCY; "l"=LCM; "i"=SCM ("international").
- year.
- year, e.g. year uses 2 characters in the form "99" for "1999".
- type: "i=individual; "r"=relay.
- sanctioning body: "u"=usms; "w"=fina.
- age group.
- age group: age group is identified by the lower end of the age group, e.g. 35=35-39.
The ambiguity in the above paragraphs is intentional. It is intended to give the consultant latitude in proposing how best to serve USMS. It is expected that proposals will NOT be ambiguous and USMS protection rests in the comparative evaluation of proposals, in the contract procedure, and in the evaluation of deliverables.
No conversion is to be made of image files, but where they appear in SwimGold they should be copied into the corresponding folder in "Archive". Documentation of image files is not within the scope of this consultancy.
Files which must be exported are listed here. If the "#records" is zero, then it is a file of narrative data and each "file component" is a text vector. File component numbers must be offset by one as the file component structure is zero origin. Where data has fields, they are shown. Where fields have fixed width, the width is shown in parenthesis after the field name. Someday our databases will be able to have a single field to identify the swimmer (when we have a permanent swimmer id used in Registration and R&T). In anticipation of that day, exported files should place all fields that identify the swimmer last with the SwimmerID first among those. Someday in the future we will be able to truncate our databases to include only data up to the SwimmerID. In addition, the "Record" field should be eliminated from Top Ten files (4211-4227). Our APL files include a header equivalent to a dBase header. Data is always included after the header, so if a file has 120 components and 70 data items that means the header occupies the first 50 components. Further clarification will be available from the Client (H&A Chairman) during the consultancy if needed. Files in "Archive" will not match files in "SwimGold" one-to-one because "Archive" will not include some files generated from other data, some clarifying files, and, most importantly, because Top Ten core databases should organized by season (3 per year) while "SwimGold" web files are by age group and the current Top Ten APL source files are by year (4211-4227).

Deliverables
Deliverables are three in number and shall be completed in the sequence shown below.
Deliverables will be evaluated by designated USMS people within one week of delivery.
USMS will designate several evaluation people so if one person is too busy to
perform evaluation, others will do so. The H&A Chairman and Vice-Chairman
are committed that they will complete their evaluation within the one week time period.
Data
A compact disk shall be created which contains text versions of all SwimGold data.
All data shall be organized in subfolders corresponding to subfolders in SwimGold
except that the folder below root will be named "Archive" rather than "SwimGold".
This should be delivered as 3 copies as quickly as possible for review by USMS
people. At conclusion of the consultancy, ten copies will be delivered which include
software.
Software
The automated export procedure shall be written so that it senses the complete
structure and contents of SwimGold and, if it does not exist, creates "Archive".
If "Archive" already exists, the export procedure shall prepare for export
every item of data in "SwimGold" and, if it is different from the corresponding
item in "Archive", it will replace the "Archive" file. If the new file is not
different from the existing file, then it should not overwrite the old file.
This is important to protect the date time stamp on the file.
The software shall include an install procedure so that it can be used by
anyone authorized by USMS to update the "Archive" text files from the normal
backups of History & Archives data maintained by the H&A Committee
or by anyone with access to the main computer used by the H&A Committee Chairman.
The software shall include any required run time system.
The export software completed in this consultancy is expected to run
on a PC running under Windows 98 or later.
Documentation
This RFP calls for an export structure which is to a great extent self-maintaining.
However, whatever documentation is needed to install and operate the "Archive"
maintenance procedures shall be included.
